The cartoons Captain templates has 8 positions: banner, top, bottom, left, right, user1, user2, user3. Attention, user3 position in the template is  designed to display the menu in the footer, copyright, by default there should see the module "topmenu". Make sure the module "topmenu" was included in the administrative panel!
The top horizontal menu is output from the file splitcssmenu.php. In this file you can specify which menu should display, by default it is mainmenu.
